India is at a critical juncture in its fight against climate change, and a new opportunity has emerged for a seasoned professional to play a pivotal role. The United Nations Development Programme (UNDP), in partnership with the Ministry of Environment, Forest, and Climate Change (MoEF&CC), is seeking a Consultant – Climate Finance to join a landmark project in New Delhi. The Vision: Building a Climate-Resilient India
The project, titled "Building Climate Resilience in India by Initiating the National Adaptation Plan Process and Scaling Up Adaptation Finance," is a collaboration funded by the Green Climate Fund (GCF). Its main goal is to strengthen India’s capacity to handle climate risks by developing a comprehensive National Adaptation Plan (NAP). This plan will serve as a blueprint, integrating adaptation strategies into national and sub-national development planning. The Consultant will be a key player in this effort, helping to scale up climate adaptation finance and ensure that climate-smart solutions are at the core of India’s development vision.
A Strategic Role with Diverse Responsibilities
This position requires a professional with a Master's degree in Environmental Management or a related field and at least 9 years of post-qualification experience. The successful candidate will work closely with the MoEF&CC and the UNDP, providing crucial technical support on a wide range of climate finance matters.
Key responsibilities will include:
Technical Advisory: Providing expert guidance on climate finance, green and sustainable finance, and matters related to the Union Budget and Economic Survey.
Policy and Submissions: Supporting the preparation of technical briefs, position papers, and country submissions for international forums like the UNFCCC Subsidiary Bodies and the Conference of the Parties (COP).
International Coordination: Facilitating meetings with multilateral development banks (MDBs) such as the World Bank and the Asian Development Bank (ADB), and reviewing funding proposals for organizations like the GCF and Adaptation Fund (AF).
Knowledge Management: Ensuring the effective collection, processing, and distribution of information to support informed decision-making and project implementation.
The role also involves supporting India's engagement on global climate frameworks, including Articles 9-12 of the Paris Agreement and the India-Sweden Industry Transition Partnership (ITP).
What It Takes to Succeed
Beyond the required qualifications, the ideal candidate will possess a specific skill set:
Experience: Proven experience working with government organizations and a strong track record of success in handling donor-funded projects, particularly with UN agencies or in the development sector.
Core Competencies: Strong analytical and problem-solving skills, excellent communication to engage with diverse stakeholders, and the ability to work effectively in a multi-disciplinary team. Attention to detail and a commitment to scientific integrity are paramount.
This is a full-time consultancy position for an initial period of six months, with the possibility of renewal. The role offers a monthly consultancy fee of INR 133,000 and is based at the MoEF&CC offices in New Delhi.
